During the worst, the most painful, the most humiliating moments, months, and years of my existence, Your Excellency never abandoned me and you had done everything to help my rehabilitation.
Through the present letter, I am soliciting Your noble help so that the French Republic would render me justice in front of the Khmer History, nation, and people, regarding the transfer by France of Kampuchea Krom (Lower Cambodia) – alias Cochinchine – to Vietnam.
A number of anti-Sihanouk Cambodians and their newspapers, had recently brought against me a terrible and very unjust accusation in which I “ceded” Kampuchea Krom (Cochinchine) to Vietnam, by “signing” on that matter a treaty, or a convention, or another text with “X” French authorities, allowing the French Republic to give to Vietnam the [territory of] Kampuchea Krom in 1949 or another year.
Mr. President of the Republic,
In this regard, I solemnly ask the French Republic Government in which You are its illustrious President to perform research in its archive in order to find out if there is any shred of proof of my “treason” towards Khmers in Kampuchea Krom and those in the Cambodian Homeland to which Cochinchine (Kampuchea Krom) belonged to.
With my gratitude, please accept Mr. President of the Republic the insurance of my highest and admiring consideration and my deepest affection.
